Fred Choa P.E.,Principal (Semi-Retired), Fehr & Peers

Mr. Choa is a registered Professional Traffic Engineer in California with nearly 30 years of experience in traffic engineering and operations analysis. Fred continues to serve as the company's National Multi-Modal Traffic Operations Safety Leader, mentoring the next generation of leaders based on his experience working on operations (Synchro, VISTRO, Tru-Traffic, PASSER, and TRANSYT), simulation (SimTraffic, CORSIM, Paramics, and VISSIM) and Travel Demand Forecasting (VISUM, Cube and TransCAD) to improve operations for all travel modes. In addition to being a transportation professional, Fred has enjoyed giving back to the transportation community by being an instructor for the University of California, Berkeley, Institute of Transportation Studies, Technology Transfer Program for the past twenty-three (23) years. On occasion, Fred also teaches as a guest lecturer for both undergraduate and graduate level transportation classes, teaching how to use a combination of the Cube / TransCAD / VISUM Travel Demand Forecasting (TDF) Models and SimTraffic / VISSIM to forecast and analyze corridor operations for automobiles, pedestrians, transit, trucks and bicyclists.

Diwu Zhou EIT, Transportation Engineer, Fehr & Peers Associates

Diwu joined Fehr & Peers after completing a Master's Degree in Transportation Engineering at UC Berkeley. Diwu is passionate about exploring transportation solutions that aim to reduce automobile dependency in suburban areas and improving the safety and accessibility of multimodal transportation systems. His engineering experience includes design of signing, striping, and street lighting. He also has broad background in transportation planning through his experience with transportation impact studies, safe routes to school assessments, citywide and countywide planning studies, traffic simulations, and operational analysis.
