This class is offered in partnership with the California Department of Transportation, Division of Local Assistance. Registration fees are subsidized with funding from the Cooperative Training Assistance Program. Reduced rates are available to employees of California's city, county, regional, and other public agencies only.

Description

Our one-day Traffic Control for Safer Work Zones course is designed to keep the workers and public safe during road construction and maintenance, utility work, landscaping and railway maintenance work along roadways in California. This training course is compliant with the California Manual on Uniform Traffic Control Devices (CAMUTCD), Cal-OSHA Sections 1598 & 1599, and California Vehicle Code Section 21400. It also incorporates the latest State and Federal guidelines.

Collectively, our team of instructors has over 150 years of work zone related experience. They are all Licensed Professional Engineers who work for public agencies or as engineering and liability consultants. Many of the instructors also are active members of the National Committee on Uniform Traffic Control Devices, the Work Area Traffic Control Handbook (WATCH), and the Caltrans 2014 CAMUTCD working team.

What You Will Learn

By the end of the training, students will:
  • Understand the requirements to protect the driving public and work zone crew at and around construction and maintenance areas (or work zones)
  • Be able to develop traffic control plans for work zones in accordance with state and national guidelines
  • Understand safety equipment and markings and their uses/limitations under various conditions
  • Be able to install traffic control devices for work zones to assure safety of the driving public and the work zone crew
  • Be able to safely install and remove a variety of safety equipment and markings used to control/guide traffic safely through work zones
  • Gain knowledge concerning actions to reduce risk of personal and agency liability arising from negligence in the work zone design and operation
  • Be able to use techniques, devices and equipment to safely direct vehicle movements around work zones in accordance with state and national guidelines

Who Should Attend

This training is designed for road construction and maintenance crews and their supervisors who are expected to work in and around the public street right-of-way and are responsible for the implementation of traffic safety control plans in the field. This course will also benefit traffic/civil engineers and public works inspectors who design, direct, and inspect construction and maintenance work done on public streets. Utility company workers and contractors, who frequently do maintenance work within the public street right-of-way, will also benefit from this training.

Cancellation Policy

To cancel your registration and receive a refund less a $75 processing fee, you must notify TechTransfer at least five (5) working days before the course is scheduled to begin. Notifications must be made in writing and sent by email to registrar@techtransfer.berkeley.edu. We reserve the right to charge the full course fee if proper notification is not sent to TechTransfer. We don't offer refunds for classes with registration fees of $75 or less.

In lieu of canceling your registration, you have three additional options: you may (1) transfer your registration to another class, (2) receive a tuition credit for the total amount, useable toward a future class, or (3) send a substitute in your place. Please contact us at least 5 full working days before the class is scheduled to begin so we may process your request.

If you’ve registered for a self-paced class, you cannot receive a refund once you start the class.

We recommend you discuss any possible problems or online security issues with your IT person before you register for any online classes. If you are worried about connectivity issues, please contact the online training coordinator the week before the class to schedule a time to test your system. If you do not test your system and you have technical issues during a live online class, we will not provide a refund.

Notes:

For all in-person classes, we will meet or exceed recommendations from the Centers for Disease Control and Prevention, the California Department of Public Health, and guidance from the University of California, Berkeley regarding events, as well as any local health department directives from the jurisdiction in which the class is located.

At this time, that means that in our classrooms physical distancing among class participants is not required. We will be providing and encouraging use of hand sanitizer and discouraging hand shakes. Regardless of less strict guidance and out of an abundance of caution, we will continue to require all students and instructors to wear masks indoors, with these exceptions: (1) the instructor, while teaching and greater than 6' from others, and (2) anyone, while eating or drinking. We'll ask all students to agree to mask wearing when they register for in-person classes. If you do not agree to wearing a mask indoors for the duration of the class, please do not register for any in-person classes at this time.

Gordon Wang

PE, Associate Safety Engineer, Cal/OSHA ; Former Temporary Traffic Control (TTC) Expert, Caltrans

Mr. Wang is a registered professional engineer with more than 20 years of experience. He served as the expert on TTC for California State DOT (Caltrans). He was in charge of the Standard Plans and Specifications for TTC Systems. He supported the California Traffic Control Devices Committee on TTC issues and adopting Part 6, Temporary Traffic Control of the California Manual on Uniform Traffic Control Devices (MUTCD). He initiated and completed action items in the California Strategic Highway Safety Plan (SHSP). He also provided statements and depositions as the most knowledgeable person from Caltrans in legal cases involving work zone traffic accidents. Twice a year he organized Work Zone Traffic Safety Conferences between Caltrans, Flasher Barricade Association (FBA) and UC Berkeley Institute of Transportation Studies Tech Transfer Program (Tech Transfer). They were platforms for hundreds of regulators, professionals, educators, and industry experts to meet, to learn and to discuss TTC & work zone safety. Recently he transferred to Cal/OSHA in order to gain expertise in safety, enforcement and legal proceedings. Currently, he is serving as board members at Maintenance Superintendent Association (MSA) and FBA.
