Cancellation Policy

To cancel your registration and receive a refund less a $75 processing fee, you must notify TechTransfer at least five (5) working days before the course is scheduled to begin. Notifications must be made in writing and sent by email to registrar@techtransfer.berkeley.edu. We reserve the right to charge the full course fee if proper notification is not sent to TechTransfer. We don't offer refunds for classes with registration fees of $75 or less.

In lieu of canceling your registration, you have three additional options: you may (1) transfer your registration to another class, (2) receive a tuition credit for the total amount, useable toward a future class, or (3) send a substitute in your place. Please contact us at least 5 full working days before the class is scheduled to begin so we may process your request.

If you’ve registered for a self-paced class, you cannot receive a refund once you start the class.

We recommend you discuss any possible problems or online security issues with your IT person before you register for any online classes. If you are worried about connectivity issues, please contact the online training coordinator the week before the class to schedule a time to test your system. If you do not test your system and you have technical issues during a live online class, we will not provide a refund.

Timothy Fremaux

P.E. Principal Transportation Engineer, Los Angeles Department of Transportation

Tim Frémaux works as a Principal Transportation Engineer for the Los Angeles Department of Transportation, overseeing the Bureau of ATSAC and Metro Programs. ATSAC stands for Advanced Transportation System and Coordination and includes Citywide signal timing, operation, software, hardware, and research. Metro Programs conducts plan review, design, and coordination in support of transit projects led by the Los Angeles County Metropolitan Transportation Authority. Tim has worked for LADOT for over 24 years in varying capacities, including leading the Department's Design and Plan Review Bureau, servicing the public and elected officials in District Operations, as lead engineer for the City's Vision Zero transportation safety program, and as project manager for bicycle infrastructure projects. He holds a Bachelor of Science in Mechanical Engineering from the University of Southern California.


Nhat Phan

T.E., Transportation Engineer, City of Berkeley

Mr. Nhat Phan is a licensed California Traffic Engineer with over 18 years of professional experience spanning construction, environmental, and transportation engineering. He currently serves as a Transportation Engineer for the City of Berkeley, where he leads citywide traffic engineering functions, including traffic signal operations, multimodal corridor planning, development review, and capital improvement projects. Throughout his career, he has held roles with the Cities of Berkeley, Pittsburg, and San Rafael, overseeing traffic studies, signal timing and operations, safety audits, Safe Routes to School programs, and multimodal transportation initiatives. As an instructor for the UC Berkeley Tech Transfer Program, Mr. Phan emphasizes practical application, professional judgment, and real-world case studies to equip transportation professionals with core traffic engineering fundamentals.
